为更好服务领区内中国公民,便利侨胞申办领事证件,驻多伦多总领事馆将于2026年4月18日至19日在安大略省雷湾市和曼尼托巴省温尼伯市开展领事证件现场办公,受理护照、旅行证、公证和养老金资格审核申请。

二、办理业务
本次现场办公只接受居住在我馆领区的申请人提交的申请,并优先受理60周岁以上和16周岁以下申请人提交的申请。受理业务范围如下:
(一)中国公民申办普通护照
1、换发:申请人具有中国国籍、持有中国普通护照,现持护照已过期,或有效期不足一年,或空白签证页不足4页。
2、补发:申请人具有中国国籍、持有中国普通护照,现持护照遗失、被盗或损毁不能使用。
(二)中国公民申办旅行证
1、颁发:申请人在加拿大出生,事实上存在国籍冲突。
2、换发:申请人持有已过期或有效期不足6个月的中国旅行证,或持有已过期的出入境通行证。
3、补发:申请人现持中国旅行证遗失、被盗或损毁不能使用。
(三)中国公民申办公证
申请人应为长期居住在我馆领区的中国公民(持枫叶卡、工作许可、学习许可),具有完全民事行为能力。

(四)养老金资格审核
申请人在我馆领区居住,在国内办妥退休手续并取得养老金发放账户。

三. 办证程序
(一)线上预约
请申请人扫描下方二维码进行预约登记,按照提示要求输入申请人信息、办证类别等,预约时提供的信息需与所持证件一致。提交后,我馆工作人员将进行审核,如审核通过,将发送确认邮件至您提供的邮箱地址。请打印确认邮件或现场出示截图作为凭证。
预约系统于东部时间4月7日(周二)12时面向已满60周岁和未满16周岁的申请人开通。如有富余受理能力,将于东部时间4月13日12时面向其他年龄段申请人开通(已满16周岁、未满60周岁人员请勿提前预约,如提前预约恕无法受理)。预约截止时间为东部时间4月16日12时。每人限预约1次,多人一同办证请按照实际办证人数分别预约。未经预约的申请、预约时提供的信息与所持证件信息不一致的、未在指定时段预约的,恕无法受理。

(二)现场递交材料
申请人本人携带预约确认邮件和办证材料至办公现场提交申请,不得委托中介或他人代为办理。办证材料要求如下:
1、普通护照、旅行证
通用材料:
1、现持护照、旅行证原件(如有)及资料页、备注页复印件。
2、填妥的《护照/旅行证申请表》(表格请在我馆网站下载http://toronto.china-consulate.gov.cn/chn/HQGR/40/bgxz/)。
3、半年内正面免冠白底彩色证件照片3张(宽33mm,高48mm)。照片规格要求详见我馆网站https://toronto.china-consulate.gov.cn/chn/HQGR/40/202407/t20240709_11451110.htm
4、已签名的《国籍状况声明书》(模板请在我馆网站下载http://toronto.china-consulate.gov.cn/chn/HQGR/40/bgxz/)。
5、已预付邮费的加拿大邮政(Canada Post)回邮信封。请在信封上完整准确填写申请人收件信息,并注意自行留存信封上的追踪号码(Tracking Number)。
6、用于支付办证费用的现金支票(Money Order或Bank Draft,可在当地邮局或银行办理);收款人请填写:Chinese Consulate General;护照/旅行证23加元/本。
其他材料:
未满16周岁申请人:
应由父母至少一方陪同未成年人到场提交申请,并另提供以下材料:未成年人出生证明原件(核后退回)及复印件;陪同到场监护人的有效护照原件(核后退回)及复印件。
海外出生首次申请旅行证申请人:
1、父母双方在申请人出生时所持护照原件(核后退回)及复印件。
2、父母双方在申请人出生时所持加拿大居留证明原件(核后退回)及复印件。
3、含有父母双方信息的申请人出生证明原件(核后退回)及复印件。
4、由父母双方签字的《在加拿大出生儿童首次申请旅行证声明书》(模板请在我馆网站下载http://toronto.china-consulate.gov.cn/chn/HQGR/40/bgxz/)。
护照、旅行证遗失、被盗、损毁申请人:

提示:现场审核过程中,可能会根据个案情况请申请人补充提供其他支持性材料,请以现场工作人员要求为准。
2、公证
通过二维码预约后,申请人需提前在“中国领事”APP提交申请并上传材料,预审通过后按APP提示要求准备相应纸质材料,受理截止时间为东部时间4月16日12时。
请申请人在预约时间持预约凭证及办理公证所需全部材料到场递交,同时携带已预付邮费的加拿大邮政(Canada Post)回邮信封和用于支付办证费用的现金支票(Money Order或Bank Draft,可在当地邮局或银行办理)。收款人请填写:Chinese Consulate General。民事类公证正本每份30加元,副本每份10加元。
3、养老金资格审核
申请人本人到场提交以下材料:申请人有效护照原件(核后退回)和资料页复印件,加拿大居留证件的原件(核后退回)和复印件,填写完成的《在境外居住人员领取养老金资格审核表》(表格请在我馆网站下载http://toronto.china-consulate.gov.cn/chn/HQGR/ylj/)。材料确认无误后,可现场完成办理。
(三)查收制好的证件
护照换发、旅行证颁发/换发、公证申请,约在收到材料后15个工作日内将制好的证件通过申请人提供的回邮信封寄出。护照和旅行证补发属特殊业务,所需时间一般较长,无法准确估计,请耐心等待。
申请人材料后续复审存在问题、回邮信封或现金支票有问题等均可能导致办证时间延长或无法办理。邮寄过程中如发生证件丢失、损毁、延误等情况,风险由申请人自行承担,我馆恕不承担责任,请申请人慎重考虑后选择。
四. 注意事项
(一)办证当天请带齐全部材料,以便顺利通过审核。
(二)如有下列情况,将无法现场受理:
1、未成功预约当天现场办证的;
2、预约时提供的个人信息与申请人所持证件信息不符的;
3、不属于本次现场办公受理范围的;
4、不能完整提供且在办公时间无法补齐办证材料的;
5、未在预约时间内抵达办公地点的;
6、需要提供加急服务的;
7、我馆认为不符合受理条件的其他情况。
(三)现场办证条件有限,无法提供复印、照相等服务,请申请人自行预先准备好实体材料。
(四)除按规定收取办证费用外,我馆不向申请人收取任何其他费用。
(五)预约系统采用第三方软件,请勿相信预约过程中出现的任何广告信息。

To better serve Chinese citizens within the consular district and facilitate access to consular services, the Consulate General of the People’s Republic of China in Toronto will conduct an on-site consular service event in Thunder Bay, Ontario and Winnipeg, Manitoba from April 18 to 19, 2026. Applications for passports, travel documents, notarization, and pension eligibility verification will be accepted.

2. Services Available
This on-site service will only accept applications from individuals residing within the consular district of our office. Priority will be given to applicants aged 60 and above, as well as those under 16. The scope of services is as follows:
(1) Applications for Ordinary Passports
Renewal:
Applicants who hold Chinese nationality and currently possess a Chinese ordinary passport may apply for renewal if their passport has expired, has less than one year of validity remaining, or has fewer than four blank visa pages.
Replacement:
Applicants may apply for replacement if their passport has been lost, stolen, or damaged and is no longer usable.
(2) Applications for Travel Documents
Issuance:
Applicants born in Canada who, in practice, have a nationality conflict.
Renewal:
Applicants who hold a Chinese Travel Document that has expired or has less than six months of validity remaining, or who hold an expired Exit-Entry Permit.
Replacement:
Applicants whose Chinese Travel Document has been lost, stolen, or damaged and is no longer usable.
(3) Notarization Services
Applicants must be Chinese citizens who reside long-term within the consular district (e.g., holders of Permanent Resident Cards, Work Permits, or Study Permits) and must have full civil capacity.

(4) Pension Eligibility Verification
Applicants must reside within the consular district and have completed retirement procedures in China and obtained a pension payment account.
3. Application Procedures
(1)Online Application
Applicants are required to scan the QR code below to make an appointment. Please follow the instructions and provide accurate information, including applicant details and the type of service requested. The information provided must be consistent with the applicant’s identity documents.
After submission, applications will be reviewed by consular staff. If approved, a confirmation email will be sent to the email address provided. Please print the confirmation email or present a screenshot on-site as proof.
The appointment system will open to applicants aged 60 and above and those under 16 at 12:00 PM (Eastern Time) on April 7.
If additional capacity is available, it will open to applicants aged 16 to 59 at 12:00 PM (Eastern Time) on April 13. (Applicants aged 16–59 should not register in advance; early registrations will not be accepted.)
The appointment deadline is 12:00 PM (Eastern Time) on April 16.
Each applicant may book only one appointment. For multiple applicants, please register separately according to the number of individuals.
Applications without an appointment, with inconsistent information, or booked outside the designated time periods will not be accepted.

(2) On-site Submission of Application Materials
Applicants must appear in person at the service site with the appointment confirmation email and required application materials. Applications may not be submitted by agents or third parties. The requirements are as follows:
1. Passports and Travel Documents
General Requirements:
- The applicant’s current passport or travel document (if any), along with photocopies of the data page and observation/remarks pages.
- A completed “Passport/Travel Document Application Form” (available for download from our website:
http://toronto.china-consulate.gov.cn/chn/HQGR/40/bgxz/). - Three recent color passport photos (taken within the last six months, front-facing, without head covering, white background; 33mm × 48mm).

- A prepaid Canada Post return envelope. Please clearly and accurately fill in the recipient information on the envelope and retain the tracking number for your records.
- A money order or bank draft for the application fee (available at local post offices or banks), payable to: Chinese Consulate General.
Fee: CAD $23 per passport/travel document.
Additional Requirements:
For applicants under 16 years of age:
- The minor must be accompanied by at least one parent or legal guardian.
- The following documents must also be provided:
- Original and copy of the minor’s birth certificate (original will be returned after verification);
- Original and copy of the accompanying guardian’s valid passport (original will be returned after verification).
For first-time travel document applicants born overseas:
- Original and copy of both parents’ passports at the time of the applicant’s birth (originals will be returned after verification).
- Original and copy of both parents’ Canadian residency documents at the time of the applicant’s birth.
- Original and copy of the applicant’s birth certificate showing both parents’ information.
- A “Declaration for First-time Travel Document Application for Children Born in Canada” signed by both parents (template available on our website).
For applicants whose passport/travel document is lost, stolen, or damaged:
- A completed “Statement of Loss/Theft/Damage of Passport or Travel Document” (template available on our website).
Note:
During the on-site review, applicants may be required to provide additional supporting documents depending on individual circumstances. Please follow the instructions of on-site staff.
2. Notarization
After making an appointment via the QR code, applicants must submit their application and upload materials in advance through the “Chinese Consul” app. Once pre-approved, applicants should prepare the required hard-copy documents as instructed by the app.
The submission deadline is 12:00 PM (Eastern Time), April 16.
Applicants must appear in person at the scheduled time with:
- Appointment confirmation,
- All required notarization materials,
- A prepaid Canada Post return envelope, and
- A money order or bank draft payable to Chinese Consulate General.
Fees:
- CAD $30 per original notarized document
- CAD $10 per additional copy
3. Pension Eligibility Verification
Applicants must appear in person and submit the following materials:
- Original valid passport and a copy of the data page (original will be returned after verification);
- Original and copy of Canadian residency documents (original will be returned after verification);
- A completed “Pension Eligibility Verification Form for Overseas Residents” (available at:
http://toronto.china-consulate.gov.cn/chn/HQGR/ylj/).
Once the materials are verified, the process can be completed on-site.
(3) Collection of Documents
For passport renewals, travel document issuance/renewal, and notarization applications, the completed documents will generally be mailed out within approximately 15 working days after receipt of application materials, using the return envelope provided by the applicant.
Replacement of lost or damaged passports and travel documents is considered a special case and may require a longer processing time, which cannot be precisely estimated. Applicants are kindly requested to be patient.
If issues arise during subsequent review of application materials, or if there are problems with the return envelope or payment, processing may be delayed or the application may not be accepted.
In the event of loss, damage, or delay during mailing, the risks shall be borne by the applicant. The Consulate General assumes no responsibility. Applicants are advised to consider this carefully before choosing mail delivery.
1. Important Notes
(I) Applicants are requested to bring all required materials on the day of application to ensure a smooth review process.
(II) Applications will not be accepted on-site under the following circumstances:
- Failure to secure a valid appointment for on-site service;
- Personal information provided during appointment booking does not match the applicant’s identity documents;
- The application does not fall within the scope of services provided during this on-site event;
- Failure to provide complete application materials and inability to supplement them during service hours;
- Failure to arrive at the service location within the scheduled appointment time;
- Requests for expedited (urgent) services;
- Any other circumstances deemed by the Consulate General to not meet the requirements for acceptance.
(III) Due to limited on-site conditions, photocopying and photo services will not be available. Applicants are requested to prepare all required hard-copy materials in advance.
(IV) Apart from the prescribed application fees, the Consulate General does not charge any additional fees.
(V) The appointment system uses third-party software. Please do not trust any advertisements that may appear during the appointment process.
