Peace Tower was built under the leadership of the Winnipeg Chinatown Development (1981) Corporation (WCDC) and the Winnipeg Chinese Cultural and Community Centre (WCCCC), which provided the land and start-up funds. The bulk of the building cost came from a Manitoba Housing and Renewal Corporation (MHRC) mortgage of $14,220,401. The building has been designated as “Affordable Housing” by the MHRC.
Peace Tower consists of 48 units, with 12 one-bedroom suites, 24 two-bedroom suites, and 12 three-bedroom suites. The building was opened for occupancy in April 2013 with priority for new immigrants.
A Board of Directors (all volunteers) of Peace Tower was elected from the Building and Construction Committee of the WCDC and WCCCC. The mandate of the Board is to supervise and provide direction to the professional property management team of the building, including financial matters. Day-to-day management would be the responsibility of the professional property management firm.

The current rental rate effective August 2025 is:
- One bedroom: $1102
- Two bedrooms: $1376
- Three bedrooms: $1447
The rent includes heating and air conditioning, water and electricity. The building has a residential caretaker and free laundry for the residents. Parking within the property is limited, but residents have priority in applying for parking rental.
All units in the Peace Tower are designated as Affordable units, which means that tenants may apply for assistance from MHRC to reduce their rental price. Depending on the income of the family, the rent can be reduced to as low as 35% of the published rates.
