The Winnipeg Chinese Community and Cultural Centre (WCCCC) is pleased to announce that, under the leadership of Winnipeg Chinatown Residence Corporation, construction has officially begun on the Shanghai Affordable Housing Development Project at 232 King Street. This site, vacant for over a decade and formerly the location of the historic Shang Hai Restaurant, is now being transformed into a significant community-focused housing development that will support newcomers, local families, and the long-term revitalization of Winnipeg’s Chinatown.

On November 22, 2025, WCCCC hosted an official press conference and groundbreaking ceremony to mark this major milestone. Representatives from the federal, provincial, and municipal governments joined community leaders to highlight the project’s importance in expanding access to affordable housing and strengthening the social and economic vitality of the area.

Led by the Winnipeg Chinatown Residence Corporation, the seven-storey development will provide 54 affordable housing units, including one-, two-, and three-bedroom suites. The project also includes plans for a multi-purpose community room and a proposed 1,500 sq. ft. childcare facility on the main floor, providing valuable services to families in the neighbourhood.

Construction is expected to take 20 months, with tenant outreach anticipated to begin in approximately one year. The development is projected to be ready for occupancy in early summer 2027.
